The villages of Glenview and Palatine face a civil action stemming from Lacey and Ballog's murder. Lacey's estate claimed she was promised protection by Glenview and Palatine police officers who allegedly failed to prevent the murders.
Both communities successfully argued before a lower court that the Tort Immunity Act made them immune from prosecution in the civil case, but last year the Illinois Supreme Court disagreed and allowed the civil suit to move forward.
